Barry J Shea, ASA, IFA, ARM


EDUCATION:
Barry J. Shea has a Bachelor of Science Degree in Business Administration from Southern New Hampshire University and a Master of Science Degree in Business Education from the same institution. After a period of time in real estate sales he completed numerous courses of study relating to valuation and evaluation of real estate including the required hours of qualifying education for residential appraiser certification in the State of New Hampshire in 1992. Since then, he has maintained his certification and has met or exceeded the continuing education requirements for renewal. He participated in presenting a 7-hour seminar on expert witness testimony offered by the National Association of Independent Fee Appraisers at its Fall 2017 National Conference. Most recently he has completed the 2022-2023 National USPAP Update and two 3-day courses, AR201 (Appraisal Review and Management Overview) and AR204 (Appraisal Review and Management Application) both presented by the American Society of Appraisers.

EMPLOYMENT HISTORY:
Mr. Shea has been actively engaged in the real estate industry in New Hampshire since January 1983. Beginning in Southern New Hampshire selling residential, small income, and commercial properties, he moved to the Lakes Region in September 1985 where in addition to the above he became active in the second home market. He began appraising real property in May 1987. Immediately before founding Barry Shea and Associates (formerly known as Ace Appraisal Services) in 1990, Shea was associated with Byse Appraisal Services in Laconia, New Hampshire. He has been credentialed by the State of New Hampshire as a Certified Residential Appraiser (NHCR-13) since 1992. Shea has been a Senior National Instructor for the National Association of Independent Fee Appraisers (NAIFA) which has since merged with the American Society of Appraisers (ASA). He has also served as an adjunct instructor at the Lakes Region Community College in Laconia, NH where he taught real estate, appraisal and general business courses. He has also served as an instructor at Southern New Hampshire University’s Laconia Center where he taught several business courses. In addition, he has served as an instructor for the Mid-West Appraisers Association and as a course developer and instructor for the Trans-American Institute of Professional Studies, Inc. He has also been an instructor for the Appraisal Foundation’s USPAP Instructor Certification Course, most recently in July 2020. Currently, he is an instructor in ASA’s Appraisal Management and Review program. He has performed experience qualification reviews for the State of New Hampshire Real Estate Appraiser Board and the North Dakota Real Estate Appraiser Qualifications and Ethics Board. Appraisal and appraisal review clients have included various lenders, third-party relocation companies, government agencies, attorneys, and private parties. Shea has been accepted as an expert witness in several jurisdictions in New Hampshire and Massachusetts and in federal bankruptcy court.

PROFESSIONAL ASSOCIATIONS and RELATED ACTIVITIES:
Mr. Shea has held the IFA designation from the former NAIFA (now part of ASA) since 1997 and has met all of the continuing education requirements to maintain that designation. He also has held the RA designation from the Mid-West Appraisers Association (MWAA) since 2004 and is a past member of the MWAA Board of Directors. In 2018 he was awarded the Accredited Senior Appraiser designation by the American Society of Appraisers (ASA) and in 2020 ASA awarded him the Appraisal Review and Management (ARM) designation. He has previously served as NAIFA’s organization’s Regional Governor for the New England states as well as a president of its New Hampshire Chapter and as a National Director. In addition, he is the past chair of the association’s Regulatory Issues Task Force. He was the NAIFA member representative to the Educational Council of Appraisal Foundation Sponsors (ECAFS) for 2001 through 2004. He served as the NAIFA representative to The Appraisal Foundation Advisory Council (TAFAC) from 2001 through 2008 and was the 2005 chair of that council. From 2009 through 2016 he served as a member of the Appraisal Standards Board of the Appraisal Foundation including three years as the Board’s chair. Currently, Shea serves as The Appraisal Foundation’s trustee for the International Ethics Standards Coalition (IESC) and is currently vice-chair of the Coalition. Shea is also an affiliate member of the Lakes Region Board of REALTORS and a member of Worldwide ERC (formerly the Employee Relocation Council). He has also been an AQB Certified USPAP Instructor since 2002 and has served as an instructor for that program’s Instructor Certification Course several times since 2009. In addition, he is recognized as a Certified Distance Education Instructor (CDEI) by the International Distance Education Certification Center (IDECC).

OTHER ACHIEVEMENTS:
In 1999, Shea served on the U.S. Department of Housing and Urban Development’s Temporary Examination Task Force. He has authored articles, qualifying education courses and continuing education seminars. Shea served on the New Hampshire Real Estate Appraiser Board from 2000 through 2005 and chaired that board for two years. At its 2001 National Education Conference, the National Association of Independent Fee Appraisers honored Shea as its Instructor of the Year. He was honored as NAIFA’s 2014 Appraiser of the Year. NAIFA’s New Hampshire Chapter named him its 2007 Appraiser of the Year. In 2016 he was presented with NAIFA’s Paul A. Wetzel Outstanding Service Award, the association’s most prestigious award. Shea has also served on the Gilford, New Hampshire Planning Board, including several years as chair of that board.
